Halftone images don’t actually have any tone. They only appear to have tone when viewed from a distance. The halftone process is a photomechanical process that produces the illusion of different tones of black, white and gray using a pattern of black dots of varying size. At a distance, the eye is tricked into seeing these dots as continuous tone.
